The Wisconsin Governance Collaborative’s 2004-5 Activity
Report
Three Major Conferences
During academic year 2004-5 the Wisconsin Governance Collaborative
supported three major conferences. The first conference entitled
“Enlarging Social Europe: The Open Method of Coordination
and the EU’s New Member States” was held October
29-30, 2004. This event brought together a group of prominent
academic researchers and policy practitioners from both old
and new Member States, as well as the European Commission,
to discuss the promise, pitfalls, and prospects of the OMC
as a new governance tool for an enlarged Social Europe. Forty
people were in attendance.
The second conference entitled “International Economic
Law and Transnational Regulation” took place November
13-14, 2004. Eighteen speakers discussed a range of recent
initiatives to re-think the nature of the regime through which
international economic and commercial affairs are regulated.
A total of fifty people were in attendance.
The third major conference entitled “Environmental
Law in a Connected World” brought together more than
300 environmentalists, policy-makers, business representatives,
and academics on January 31 at the Monona Terrace convention
center. Representatives from seven countries and eight states
explored international efforts at innovation in environmental
protection that encompass state government, business and private
partnerships. Experts from Germany, the United Kingdom, Australia,
the Netherlands, China and the United States presented.
Workshops
The Wisconsin Governance Collaborative ran two additional
workshops, which were connected with the second and third
conferences. “New Approaches to Environmental Regulation
in Wisconsin” brought in several practitioners (including
the Secretary of DNR) to discuss innovations in environmental
regulation, a significant step in reaching out to the policy
community. The workshop on “Law and Global Transformations
featured David Kennedy (Harvard) speaking on “Law and
Economic Development: the Power of Expertise” and John
Braithwaite (Australia National University) presenting on
“Regulating Global Regulation.”
